| Abstract: | Summary: LUP and WRM are important concepts. Application of them bring sustainable development. There is not any experience on application of them. Decisionmaking from above is combined with realization of decisions on low levels. The international experience shows public participation on LUP and WRM is a successful technique in use of natural resources, in declining of conflicts for them, when these resources are vulnerable against risk of misuse, damage, pollution, corruption in their management. To apply techniques it is necessary an organization of decisionmaking structures, citizens education with resources management, application of a suitable legislation, qualitative application of projects, action plans in all levels, national, regional, communal. Findings of this study have an applicable value mainly to decisionmakers - civil society for improvement of the situation which has been created because lack of methods, systems, techniques of management and use of natural resources, mainly land and water, for a sustainable development. |
| Abstrakti: | PPT dhe MBU janë koncepte të rëndësishme. Aplikimi i tyre mundëson zhvillim të qendrueshëm. Nuk ka përvojë për aplikimin e këtyre koncepteve. Vendimet merren nga lart dhe zbatihen në nivelet e ulëta. Përvoja ndërkombëtare tregon se pjesëmarrja e publikut në PPT dhe MBU është sistem, teknikë e suksesëshme në përdorimin e burimeve të vlefshme natyrore, në shuarjen e konflikteve për to, kur këto burime janë të hapura ndaj rrezikut të shpërdorimit, dëmtimit, ndotjes, korrupsionit në manaxhim. Kërkohet organizim strukturash vendimmarrëse, edukim qytetarësh me manaxhimin e burimeve, zbatim i legjislacionit të përshtatshëm, zbatim cilësor i projekteve, i planeve të veprimit në të tëra nivelet, kombëtar, rajonal, komunal. Gjetjet e këtij punimi kanë vlerë përdorimi nga të interesuarit. Kryesisht i adresohet vendimmarrjes - shoqërisë civile për përmirësimin e gjendjes së krijuar nga mungesa e metodave, sistemeve, teknikave të manaxhimit të burimeve natyrore, kryesisht tokës, ujrave, për zhvillim të qendrueshëm. |
