| Abstract: | The armed conflict of 2001 in Republic of Macedonia resulted the signing of the Ohrid Framework Agreement and it is understood as document in the fuction of eastablishing lasting peace where the political system would suffer qualitative changes and interethnic relations as a security state pillar. One of the main innovations promoted by the Framework Agreement is the double majority in the legislative process, which has increased the importance of non-majority community representation in the Republican Assembly. The backbone of the Ohrid Framework Agreement is a compromise reached for the Republic of Macedonia as a unitary state but with significant elements of decentralization. Our focus in addressing this issue has to do with the decentralization process as a very important process in the functioning of local organs of the government, not forgotten the political dimension of decentralization in order to resolve ethnic disputes in Macedonia. |
| Abstrakti: | Në vitin 2001 në RM kishim konflikt të armatosur që rezultoi me nënshkrimin e Marrëveshjes Kornizë të Ohrit, kuptohet se ky dokument ishte në funksion të vendosjes së paqes së qëndrueshme ku sistemi juridik dhe politik do të pësonte ndryshime cilësore dhe marrëdhëniet ndëretnike si shtyllë e sigurisë së shtetit . Njëri prej inovacioneve kryesore që promovohet me Marrëveshjen Kornizë është shumica e dyfishtë në procesin legjislativ, me të cilin është rritur rëndësia e përfaqësimit të bashkësive jo shumicë në Kuvendin Republikan. Shtylla e Marrëveshjes Kornizë të Ohrit është kompromisi i arritur për Republikën e Maqedonisë si shtet unitar por me elemente të theksuara të decentralizimit. Fokusimi jonë në trajtimin e kësaj çështje ka të bëj me procesin e decentralizimit si një proces mjaft i rëndësishëm në funksionimin e organeve lokale të pushtetit, duke mos haruar edhe dimensionin politik të decentralizimit në funksion të zgjidhjes së mosmarrëveshjeve etnike në RM. |
